As centralized businesses and approaches to commerce and organization become less popular, Condon highlights Handy's contention that replacing such companies will be those run on the federalist model, with small, central core organizations monitoring the performance of independent, small business units. Within this scheme, IT will also become less and less centralized and follow a federal operation. According to Handy, such federal developments will go hand-in-hand with an improvement in the power organizations grant to their workers and the way they value their workers. Condon also understands, however, that greater appreciation of workers under federalism will also come with, as Handy contends, a halving of the full time workforce, as employees continue to work outside of traditional organizations doing outsourced work.
