Photograph caption dated December 11, 1953 reads, "A policy for San Fernando community building, to be built in 1954, which would restrict its function to community service and would bar commercialization, was asked recently by Ferdinand Bahr State Recreation Commission consultant, in address to California Recreation Service at Porter Hotel. He is shown, seated, after speech. Others, let to right, are Ray Woods, George Willott and James Honohue."
