4. An investigation on the spot of all charges, counter-chrages and denials will be made to determine if outlawed aggression has been committed. 5. The Security Council will then order both sides to sit down and seek a peaceful settlement, or submit to arbitration. 6. If that fails, it has two weapons, economic action - sanctions, boycotts, etc. - and military force by all the United Nations. Thus the right to wage war, a part of sovereignty, is curtailed
