Charles W. Protzman, Sr. writes Kenneth saying that in the accompanying Quality Progress for December 1978, there are articles by J. M. Juran. Protzman writes that Kenneth may find suggestions that policy resulted, in part, from the programs instituted from 1949 to 1950. He says that if Kenneth can establish contact with Juran, he will find that his analytical writing on Japanese management and quality control will be helpful to him. Charles goes on to ask Hopper to return the magazine since he sends publications to a Japanese friend every three months. The letter is handwritten.
