Third draft of the Charter document for Heart Mountain incarceration camp. Article I covers qualifications of voters and officers; Article II covers the legislative body, council, officers and rules, secretaries, quorum, term of office, vacancies, sessions, recall of councilmen, and removal of officers; Article III covers power of the council; Article IV covers general elections; Article V covers initiative and referendum; Article VI covers repeal; Article VII covers invalidity; Article VIII covers publications, Article IX covers committees, commissions, and boards; Article X covers judicial body; Article XI covers arbitration; Article XII covers amendments; and Article XIII covers ratification. The Japanese American Archival Collection documents the people, places, and daily life of Japanese Americans, primarily those who lived in the once thriving community of pre-war Florin in the Sacramento region, as well as the conditions in American incarceration camps during World War II. The approximately 7,000 original items include personal and official letters, photographs, diaries, arts and crafts, newsletters, textiles, camps artifacts, yearbooks and other publications.
