An American flag stands waving on the roof. Construction materials such as lumber and electrical wires are lain down on the sidewalks of the street (foreground). Two wooden horses flank a hole dug in the ground near the construction materials. Horse-drawn carriages and pedestrians can be seen traveling on the street. Utility poles line the streets.
