Earls, is performing a final check on a huge hydraulic rotary valve at Baldwin Hills Reservoir. The valve is temporary and will be replaced by a larger one. The sign on the drum by Earls' left says "Tested O.K.". The sign on the drum below Earls states "Not oiled".
