Description
Caption from October 7, 1977 Sacramento Bee reads "SO THAT"S WHAT MADE THE WATER WHITE! - The flow from Nimbus Dam into the American River has been reduced to 250 cubic feet per second, almost wiping out rafting and taking a lot of the thrill out of tubing. The San Juan Rapids, a popular spot, is exposed, above, showing the cause of the white water there during a good year. The U.S. Bureau of Reclamation plans to keep the river flow low to build up storage in Folsom Lake, where storage is down to around 150,000 acre feet, the lowest it has ever been."
