Photograph caption dated October 17, 1988 reads, "Pickets line Pacific Coast Highway holding aloft their signs opposing oil drilling off California's coast. Members of the California League of Conservation Voters, sponsors of the rally at Will Rogers State Beach, yesterday called for a defeat of Proposition P, which would allow backer Occidental Petroleum to sink the first of 60 oil wells less than 100 feet from the beach."
