Photograph shows A last look from inside--Just inside the upstream end of one of the river outlets in Friant Dam, a workman watches the water rising in the newly formed reservoir, as it begins to trickle into the bottom of the big pipe. He is about ready to take off for shore by boat as the San Joaquin River will soon be flowing permanently through these outlets in the great Central Valley Project structure. The pipes are 9 feet in diameter.
