Description
Shown is a 1962 report booklet prepared by the Community Welfare Council and its special Committee on School Drop-Outs. The Community Welfare Council served as a social planning agency in Sacramento. According to this report, many high school drop-outs in Sacramento region belonged to low-income and minority racial groups, including African Americans, Puerto Ricans, Mexican Americans, and American Indians. This report summarized Sacramento's drop-out problem in the 1960s, linked it to unemployment, and proposed a community action plan.
