Bust-length portrait of man in vest and jacket.
Born in South Carolina, served in Confederate army, coming to Los Angeles and Ventura in 1875. Scotch-Irish descent. Worked as teacher, lawyer, banking and insurance. 1897 elected state railraod commissioner, 1905 appointed state banking commissioner.
