Duane Lowe, Sacramento County Sheriff, 1971-1983; chief of California State Police and then (after merger with CHP) Deputy Chief of California Highway Patrol, through 1996. Caption: Sheriff Duane Lowe informs residents of the evacuated area they may return to their homes but they will not have gas, electricity or water.
