Photograph caption dated July 29, 1960 reads, "Harry Marks, center, Sylmar, and Art Olson, right, Pacoima, takes on jugs of free water from Well No.2 owned by City San Fernando. Left is City Councilman Ralph Harper, inspecting site that has provided free water to users for years. Well is located on city-owned land in Los Angeles."
