Photograph caption dated January 30, 1962 reads, "Burbank Mayor Robert Brandon, right, and Lt. A. J. Stariha, center, of the Burbank Police Department's traffic division, receive a trophy from Glendale Mayor Howard Teeters in the annual traffic safety contest between the two cities. The fifth annual contest was held in December, and the city which has the least number of traffic injuries during that month is declared the winner. In December, 1961, Burbank had 27 injuries, while Glendale had 41."
