A letter to Ken from an unnamed correspondent thanking him for reproducing the article from Policy Studies. The unnamed correspondent says that had it not been for the zeal and dedication of Katō and Inoue, the ground would not have been prepared for Deming and Juran. The unnamed correspondent says that the article by Kōji Kobayashi of NEC, in the April 1986 issue of Quality Progress, was interesting because it makes no mention of the CCS (Civil Communications Section) course. The unnamed correspondent goes on to say that he has not seen the thesis that Ghary Gappelberg has been writing, but that Gappelberg promised him a copy of it, and the return of loaned documents. The unnamed correspondent is probably Charles W. Protzman, Sr.
