Photograph caption dated February 16, 1961 reads, "A model of the proposed 17-story central office for the city's Department of water and Power is inspected by (left to right) [illegible], commission president; Albert Martin, architect, and Samuel B. Nelson, department general manager. The $26,700,000 building is to be constructed at the west end of the Civic Center north of First st. and between Hope and Flower sts."
