Assignment: Arroyo -- Harbor Freeway link. 73-74: Area where Arroyo Seco 'plug' will be 'pulled' (barriers taken out, that is) this weekend or early next week, letting Arroyo Seco Parkway traffic flow on its southbound lane to '4-level interchange' structure. Under this structure, Arroyo Seco Parkway joins Harbor Freeway without a break. (Northbound Harbor Freeway lane does not open until Sept. 15).
