Description
Photo caption printed in the Sacramento Bee on April 13, 1982 states: "The Nov. 19, 1981, picture . . . shows a more placid Sacramento River, and the I Street Bridge with ample clearance for small vessels. Such was not the case Monday, left (subject photo), when the bridge had to be opened for a houseboat, left. The water level hovers just below the bridge, and the rampaging river is choked with debris, . . . Runoff from recent storms has left Northern California rivers overflowing their banks."
