Photograph caption dated March 29, 1951 reads, "Charges, counter-charges, denials and counter-denials have reached a climax in big controversy over Los Angeles school board. Next Tuesday's election will bring the decision. It all started when charges were made that some civil service exams for Board of Education phone operators, like these above, were "fixed." Note: The women pictured are identified as Fay Brisken (student) and Mary Brundage.
