Billowing giant clouds of black smoke over the Torrance area on January 28, 1941, are caused by a burning oil sump on the Dominguez lease of Standard Oil Co. near State Street and Western Avenue. The sump was fired by the company in compliance with instructions of the City of Torrance to clean up the sumps. The charred pit was to be filled with dirt.
