A member of the Los Angeles Police Dept. from 1913-1939, James was the head of the infamous "Gangster Squad" in the 1920s and was said to have scared many bigtime hoodlums out of Los Angeles just by talking to them before they were able to cause any real trouble. He broke one of the most publicized cases of the day, when in 1930 he found and arrested four gangsters who had kidnapped Zeke Caress, a well-known gambling figure.
