Glenard P. Lipscomb was born in Jackson County, Michigan, on August 19, 1915. His family moved to Los Angeles and he was educated in the public schools. After attending the University of Southern California and Woodbury College, he became an accountant. He served in the Army during World War II and in 1947 was elected to the California State Assembly for the 56th district, where he served until 1953. That year he won a special election to the U.S. House to replace Norris Poulson, representing California's twenty-fourth district, and served in the House for the remainder of his life. He died of intestinal cancer on February 1, 1970. The submarine USS Glenard P. Lipscomb was named after him.
Photograph caption dated September 26, 1953 reads "Left to right, Ben S. Hite, (glasses) registrar of voters, checks affadavit (sic) of Glenard P. Lipscomb." The two men are holding a paper, standing in front of an American flag. Lipscomb is filing for political office.
