Photograph caption dated May 25, 1963 reads, "Members of the Burbank Auxiliary Police are presented with hourly participation pins during a recent meeting. Lt. William H. Howell, left, received a pin designating 4,000 hours of volunteer work, while Auxiliary Officers Chester M. Owens, center, received a pin for 1,000 hours, and Auxiliary Officer Orson E. Smestad, second from right, a pin for 500 hours. Burbank Police Chef [sic] Rex R. Andrews, second from left, participated in the ceremonies and inducted Lt. Clifford Stevens, right, as director and commander of the 85-man auxiliary unit."
