Eugene Warren Biscailuz was born in Boyle Heights, a neighborhood of Los Angeles, on March 12, 1883. He was Under-Sheriff of Los Angeles County from 1921-1929. In 1929, he was appointed by Governor C. C. Young as Superintendent of the California Highway Patrol (CHP), where he organized the Highway Patrol system. Biscailuz was appointed Sheriff in 1932 and was elected to serve from 1934 to 1958. He died on May 16, 1969. Photograph caption dated December 16, 1963 reads "Retired Los Angeles County Sheriff Eugene W. Biscailuz, serving his 26th year as Los Angeles County Chapter general chairman for the March of Dimes, is shown 'deputizing' Donna Reed Show TV star Paul Petersen. The teen-age star visited the Orthopaedic Hospital, sponsored by the national foundation, as his official duty in his new role."
