Photograph caption dated January 19, 1955 reads, "Attentive crew from Water and Power Department stands in rain as 27,000-pound valve is lowered to ground at Coldwater Canyon avenue near Vanowen street. It will be connected to 66-inch water main. Left in foreground is Earl Goodrum, foreman, who directs operation."
