Description
James T. Phillips, Jr. in his office in the Francisca Building. The Francisca Building, located at 22-26 W. Dayton St., was the first commercial building commissioned by an African-American for occupancy by African-American businesses. James T. Phillips, Jr., an attorney and real estate broker, commissioned the building which was completed in 1923.
