Originally built in 1883 by the Star Flour Mill, the mill consisted of buildings, docks, rail connections to the Carquinez Straits. Star Mill went broke in the 1890's and the plant was purchased by C&H. Beginning in 1917 and continuing into 1921, C&H replaced the docks and buildings on the waterfront.
