Photograph caption dated January 25, 1963 reads "Howard Kebler has his arm raised in a victory symbol as he enters his third term as president of the Sepulveda Chamber of Commerce. Kebler was installed at ceremonies Wednesday at the Chase House Hotel. Joining in the festivities are, from left, George Brudney, second vice president for a second term; Frank Wilcox, master of ceremonies; Kebler; Loyce McDonald, secretary, and L. H. Phillips, first vice president for a third term."
