Photograph caption dated March 17, 1961 reads, "The Los Angeles Department of Water and Power Thursday dedicated its $1,574,000 West San Fernando Valley water system headquarters, 18718 Rayen St., with, from left, Max K. Socha, chief engineer of water works; J. C. Moller Jr., president of the board of water and power commissioners, and Samuel B. Nelson, general manager and chief engineer, on hand at the ceremonies. The headquarters facility is part of $100 million construction program planned by the department for its water system over a five-year period."
