Photograph caption dated January 4, 1964 reads, "A bill to reapportion the State Senate has been proposed for presentation at the 15th annual YMCA Model Legislature in February. Valley students who will present the bill and represent the North Valley YMCA, are, from left, Alan Whitney, 17, Sepulveda; Jim Keltner, 17, Mission Hills, and Diana Johnson, 17, Granada Hills. Others who will attend, though not pictured, are Peter Mordigan, 17, Sylmar; Claudia Carroll, 15, Granada Hills, and Dennis Donald, 17, Granada Hills."
