Officers and student seamen of the U.S. Maritime Service are shown as the flag is raised during the dedication services at the new base at Avalon on Santa Catalina Island. This is the location of the nation's second largest school for training crews to man America's rapidly growing numbers of merchant marine vessels. Photo dated December 16, 1946.
