Photograph article dated February 13, 1961 partially reads, "Los Angeles homicide detectives said today that the arrest of a Reseda physician as an abortionist suspect halted operation of a $250,000-a-year abortion mill. Police said Dr. Francis Edgar Ballard, 47, was arrested about 6 p.m. at his combination office-home, 7446 Darby Ave. He was booked at Central Jail in Los Angeles on suspicion of abortion."
