Description
In front of mutuel windows where, in the thick of racing season, money flowed like water in the river, these Arcadia citizens are fighting against the high cost of the construction of Arcadia's lateral sewers. They staged a mass protest meeting after they learned the sewers will cost them $2,880,701 instead of $2,596,243.
