Photograph caption dated March 4, 1965 reads, "Co-ordinating Division Engineer Al Liff, of the Department of Public Works, points out a trouble spot on map of Valley during a meeting in Los Angeles City Councilman Tom Shepard's office yesterday which was held to pinpoint priorities for Valley street improvement. Watching are, from Liff's left, Lloyd Paulson, city engineer from the East Valley; Lyall Pardee, city engineer, and Councilman Shepard."
