Shocking inadequacies in the city's Georgia Street Receiving Hospital were disclosed in a report to City Council by Dr. Charles F. Sebastian, superintendent of receiving hospital system. Dr. Sebastian, at left, in rear, pointed out that his own office is "a desk in a room, 17 feet by 21 feet, utilized by five other persons and used as a passageway to other officers." Photo dated January 27, 1950.
