Written on back: "Contributing directly to improving living standards and health conditions, sewer projects totalling over $160,000,000 allotted from PWA's $3,700,000 appropriation will be constructed in practically every state in the Union. This picture shows hoe shovel and laborers at work on the excavation for the Third Street sewer near the Isthmus Creek Bridge in San Francisco, California. A loan and grant allotment of $2,625,000 for improvements to its sanitary sewer system and construction of a sewage treatment plant has been allotted by the Public Works Administration.
