The dialog has been brought into sharper focus by the U.S. Supreme Court's recent reversal of Dr. Samuel H. Sheppard's murder conviction in Cleveland for the 1954 slaying of his wife." Photograph caption dated July 8, 1960 reads, "Mayor Richardson Dilworth of Philadelphia addresses the Democratic platform committee today, urging adoption of a plank recommending establishment of a new federal department of Housing and Urban Affairs to fight narcotics, delinquency."
