Edgar Hiestand was born in Chicago, Illinois in 1888. He was an American politician and businessman and served ten years in the United States Congress. He died in 1970. Photograph caption dated October 5, 1963 reads "Boy Scouts from Troop 18 of the North Hollywood Methodist Church raise a flag on new pole dedicated to the North Hollywood Women's Club, 5629 Vineland Ave., by Mr. and Mrs. B. S. Hand, a pioneer North Hollywood family. The flag, which has flown over the Capitol, also is a gift of the Hands. It was presented by former Congressman Edgar W. Hiestand. With him at right are Mrs. Winston Roche, club president; Mrs. Donald Villee, co-chairman of the event; Mr. and Mrs. Hand; Mrs. Kenneth Looney, Americanism chairman of the Sierra Cahuenga District of the California Federation of Women's Clubs, and Russell Quisenberry, president of the North Hollywood Chamber of Commerce."
