Description
Governor Edmund G. Brown, Jr. is flanked by Lt. Gov. Mike Curb, and California National Guard Commander Frank Schober, Jr., as the governor declared a state of emergency in three counties of southern California after seven days of rains that have caused widespread havoc in the area.
