Interdepartmental communication addressing the suggestions of Harry Bentley Wells, a teacher at Manzanar High School, written by Dr. Genevieve W. Carter, Superintendent of Education. Carter responds to each suggestion and then provides two recommendations. She would like to have the rules come from a handbook developed by the students and establish more parent contact.
