Photograph was edited for publication purposes Photograph caption dated February 6, 1961 reads "An army of valley motorists jam Motor Vehicle Department office, 6455 Coldwater Canyon Ave., North Hollywood, in effort to beat noon deadline for automotive license fees. Department officials said individuals still can wire their payment to Sacramento via Western Union Operator 25 before midnight tonight. Penalties of 100 per cent of the license fee plus 50 percent of the tax will be assessed by the Department for failure to meet the deadline."
