Description
Inyo County responds to the Los Angeles Department of Water and Power's report on the environmental impact of a project to increase groundwater pumping in Owens Valley. Inyo County document responds with criticism of the report and states that "once again LADWP has arbitrarily and deliberately misdefined its groundwater project so as to preclude assessment of its impacts, and to make environmental damage appear as environmental reward."
