Description
A shelter sign, with arrow, points to the garage at City Hall where people, smiling but orderly, pass into during an emergency drill. A guard stands at the entrance. Photo caption reads: "An exception to the complacent attitude of most grownups toward the raid drill were these people at City Hall. They marched orderly to shelter in garage-basement. Thousands of persons in the downtown area said they hardly could hear the alarm. Councilman Kenneth Hahn said it "sounded like the meow of an anemic cat.". Photo dated: Oct. 2, 1952.
