The article partially reads, "San Fernando Mayor Ralph Harper Wednesday announced he would be a candidate for Congress in the 27th District on the Democratic ticket." Photograph article dated January 1, 1964 reads, "'The great impact on San Fernando City in 1963 came from the Golden State and San Diego Freeways,' Mayor Ralph Harper said today. 'These freeways changed the traffic movement from east to west instead of from north to south,' he explained. The shift forced the city to plan for upgrading of the lighting district on N. Maclay Avenue, S. Brand Boulevard and S. San Fernando Mission Blvd. Once the freeways were completed the 'mall' idea, proposed in a $16,000 study of several years ago, was tried out on a special merchant's day...A modified mall could be started in 1964,' Mayor Harper said."
