Los Angeles County's huge new Hall of Administration was 66 per cent completed yesterday, approximately six months ahead of schedule. The ceramic tile and granite giant -- newest addition to the Civic Center complex -- now is expected to be communication, building services and real estate management. As assembly room, with a capacity of 720, situated on the street level at Temple St., will be used for Supervisors' weekly meetings. The exterior of the building is 85 per cent completed, county officials said, and the interior, where lathing, plastering and cabinet work remain to be completed, is 55 per cent finished.
