Photograph caption dated August 4, 1942 reads, "Superior Judge Robert H. Scott's committee, appointed to study the current juvenile gang warfare, are shown as they met today. Left to right, Inspector E. W. Lester, Monsignor Thomas J. O'Dwyer, Lieutenant E. W. Graeb, Karl Holton and Robert A. McKibben." This special committee was formed in response to the death of José Gallardo Díaz.
