Photograph caption dated August 2, 1957 reads "Shadow of abandoned work ladder falls across ground and into empty shell of Valley apartment left vacant by construction disputes. Workers, however, are picking up where they left off one month ago as hod carriers settled disputes with employers and work by plumbers and sheet metal workers now appears to be close to resumption."
