Photograph caption dated April 29, 1964 reads "City Councilman Louis Nowell, left, congratulates Fire Department helicopter pilots Howard Payne, Bud T. Nelson and Ross H. Reynolds as acting Mayor L. E. Timberlake, right, looks on. The three were given the department's Medal of Valor for their part in rescue operation during the Baldwin Hills dam disaster. Standing behind the decorated men are earlier winners of the medal. The pilots are stationed at Fire Station 90 at Van Nuys Airport."
