Richard Foy of Redondo Beach, a member of the South Bay Nuclear Freeze who described himself as a concerned citizen, was one of many people belonging to various groups that formed a line on the sidewalk in front of the Federal Building in Westwood to hold a candlelight vigil in support of a productive summit meeting.
